Councillor Miers, re St Giles' church donation cheque, due to being a member of PCC.
08.115 MINUTES
It was resolved that the minutes presented for approval for the meeting held on
9 December 2008 having been circulated, approved, adopted and signed as a correct record.
08.116 MATTERS ARISING
FROM MINUTES
The clerk is to remind East Sussex County Council Highways department re the road from Cripps Farm to the ponds.

Sussex Police reported:
PCSO Christopher Dewitt apologies for absence.
Representative School Governor Mrs N Holyoake reported:
Dates - Half term - 13 February to 23 February, Easter - 3 April to 20 April.
18 potential new pupils from September.
Nothing further heard re PCP grant, Government have not yet given the go ahead and therefore all on hold at the moment. The school is sounding out the parking provision for employees. Maybe it is worth getting our local MP involved in the PCP grant.
Rother District Councillor Mrs W Miers reported:
Corporate plan being revisited at the moment. Meetings held with scrutiny re funding. Reviewing replacement of staff. High costs of recycling. Increase in debts. Less planning applications. Village shops forum on 23 February 2009 at Rother District Council - Councillor Miers will contact Dallington Post Office to seek if they want help. Councillor Miers asked the clerk to remind East Sussex County Council Highways department of their promise to reinstate various banks and verges within the Parish once Spring had come.
East Sussex County Councillor John Barnes reported:
Recession has bitten into finances. 3.5% Council Tax increase. Looking into sharing back office systems. No progress regarding the speed limits on B2096. Government is moving into Personal Care to tailor make the needs of the elderly requiring care.

08.120 FINANCE
(i) Accounts for payment
a) Clerks salary & expenses
b) St Giles' Church - Churchyard maintenance grant - £200.00
c) J Berryman - photograph invoice - £25.00
It was resolved that these accounts be paid.
(ii) Financial Statement
TThe financial statement as prepared by Councillor Ridley was noted and approved and a copy is attached to the signed copy of these minutes.
(iii) Any other relevant financial matters
a) It was agreed that Mr G Parish would be appointed as the internal auditor.
b) The precept of £6,115.00 for 2009/10 was proposed and agreed.
08.121 PLANNING
(i) Applications received for comment:
• RR/2009/22 - Bay Tree Cottage - first floor extension, ground floor kitchen extension and conservatory - no objection.
• RR/2009/103 - Brook Cottage - Erection of two storey extension with a single storey garden room and associated minor alterations - no objection.
(ii) Granted applications:
• RR/2008/3125 - The Well House.
(iii) Refused Planning applications:
• None.
(iv) Other relevant planning matters:
• Old Wesleyan Chapel - concerns raised by Parishioner to Rother District Council over owner residing at the property.
08.122 ITEMS REQUIRING
MAINTENANCE
Potholes in Prinkle Lane.
Bollards require replacing on the green triangle at top of The Street, at end of Prinkle Lane and on the B2096.
08.123 ITEMS OF INFORMATION
Green triangle - East Sussex County Council Highways department have cemented in the 6 new posts, await dates for finishing off the grass and reflectors.
The owner of Parkfields Farm has sought permission to plant bulbs within the triangle once this is finished.
Earlsdown road sign - required position has been given to East Sussex County Council. Green wheelie bins - information passed on.

2 finger posts need new arms.
